Protection and Migration Specialist
The Danish Refugee Council is seeking a highly capable programme specialist to drive the implementation of one of DRC Sudan’s most exciting projects, working across four states on one of the most challenging questions of our time: how to make migration safer. We are looking for an energetic and resilient programme specialist with strong technical understanding of protection programming, to guide a new team to deliver this project in a challenging context.

Job Purpose:
Danish Refugee Council (DRC) Sudan has recently been selected as consortium lead for a 3-year “Routes Based Migration Response Program” whose overall objective is to address irregular migration from and through Sudan, with a view to making migration safer and more orderly. This programme will deliver results enhancing positive community-based responses to migration, promote the delivery of durable solutions for refugees and returnees in Sudan, and enhance the knowledge and understanding of key aspects of mixed migration among the key stakeholders in the humanitarian community.

The Protection and Migration Specialist will be responsible for the development and implementation of protection and case management activities, follow up and monitoring migrants’ specific cases, information dissemination and community based protection programming in all locations. She/he will lead the design of protection monitoring methodology, M&E systems, training materials for protection monitoring and community based protection project staff, and Standard Operation Procedures (SOPs) regarding the sharing of data with UNHCR and other actors.
The Protection and Migration Specialist will ensure the quality of protection data collection and analysis and ensure that succinct and accurate protection reports are prepared for dissemination to relevant stakeholders, and utilized to inform programming and advocacy both internally and externally. The Protection and Migration Specialist will also play a key role in strengthening the DRC’s presence and leadership in Protection Working Groups by attending relevant meetings, networking with other NGO actors and identifying potential partners. She/he directly supervises four members of the Protection/case management team.

Main Duties and Responsibilities:
Project Delivery

  • Overall day to day management of the consortium Protection activities and staff. This includes coaching, ensuring co-ordination between staff, in various geographical areas, recruiting, and developing staff.
  • Ensure the required resources are allocated to the program to permit an efficient and effective implementation of case management.
  • Design a systematic referral mechanism for actors providing assistance to vulnerable populations;
  • Undertake protection monitoring activities; including conducting interviews and visits to the field;
  • Monitor, analyze and report the protection conditions for refugees and other persons of concern;
  • Write, supervise and endorse relevant financial and narrative reporting on all protection related interventions.
  • Enhance the quality of protection programming throughout the project cycle.
  • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements.
  • Guided by the inter-agency case management guideline and the Sphere Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthen efforts to document the impact of activities and DRC’s presence.
  • Provide linkages with protection counterparts in other humanitarian organizations, local actors and within government structures.
  • Ensure DRC staff adheres to the DRC principles, Code of Conduct, child safeguarding, Project and Operation Handbook.
    Monitoring and Evaluation
  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, migration status, tribal and religious affiliations.
  • Regularly monitor project activities and provide timely inputs and feedback to the consortium team in the field
  • Work with Program and M&E Staff to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
  • Review the questionnaires developed for the assessments by the field team
  • Take the lead in supporting RBMRP evaluation consultancies.
    Project reporting
  • Ensure compliance with DFID and DFID reporting guidelines
  • Ensure timely and accurate submission of quarter reports, annual planning and other grants requirements.
  • Ensure inputs are timely received from partners for reporting and follow up with any questions or comments with Field team.
  • Ensure reports are submitted with high quality (according to DRC and DFID reporting guidelines).
  • Produce high quality case studies
    Representation
  • Represent Consortium members in Coordination events and maintain constructive relationships with government institutions, local NGO partners, other international organizations, in coordination with the other team members;
  • Ensure the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteer
    Staff Capacity Building
  • Train and develop the capacity of the partners’ protection and case management team.
  • Under take case management, referrals and SoPs trainings for M&E and project staff.
    Research and Mixed Migration
  • Improve understanding of mixed migration aspects (human trafficking, kidnapping and smuggling activities)
  • Strengthen the capacity of government officials in Sudan to effectively manage irregular migration;
  • Raise awareness of the risks of irregular migration and the use of smugglers to all persons of concern, the national and local authorities and host communities;
  • Map services for rehabilitation and support to victims
  • Support in the establishment and management of safe houses for victims of kidnapping and trafficking
  • Contribute to research design and ensure qualitative methodologies are correctly applied to capture protection concerns

    To be successful in this role we expect you to be highly motivated for supporting the development of M&E planning/framework, have solid experience in the management of grants and donor requirements, enjoy engaging with multiple colleagues with many different backgrounds, strong ability to guide/support staff, and a good eye for detail. Moreover, we also expect the following:
  • Graduate or post-graduate qualification in Refugee studies, Migration studies, International Humanitarian Law, protection or other relevant qualification.
  • At least five years of relevant field experience, including direct working experience with survivors of trauma, asylum seekers and refugees.
  • Sound interviewing and reporting skills.
  • Proven experience of coordinating protection response or development initiatives, including the design and implementation of capacity building events for local authorities.
  • Previous experience of work or research in the Sudan and/or the region desirable.
  • Experience of working with or providing support to partners and/or a partnership model of working;
  • Proven ability to negotiate through strong inter-personal skills and ability to synthesise different perspectives;
  • Strong understanding of qualitative research methodologies and the nature of evidence influencing key decision makers is essential.
  • Capacity to work in and manage a multidisciplinary team, understand and communicate the importance of multidisciplinary activities.
  • A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
  • Strong experience in DFID compliance
  • Strong written communication skills and ability to communicate with a wide array of stakeholders;
  • Diplomacy, patience, attention to detail and ability to manage multi-stakeholder processes essential;
  • Prior experience coordinating inputs from a broad team and providing constructive and timely feedback;
  • Ability to work under pressure and to meet deadlines in a challenging environment;
  • Willingness and ability to frequently travel to hardship duty stations in Sudan;
  • Fluency in written and spoken English. Language skills in Arabic an advantage.

We offer
Contract: 24 months, with possibility of extension (subject to funding and performance)
Starting Date: ASAP
Level: G
Duty station: Khartoum, Sudan – with frequent travel to other Consortium implementation areas in Sudan. This is an unaccompanied position. Khartoum is a family duty station.
