“Strengthening Local Communities Resilience to Climate Change in Sudan (SLCRCC)” (Kassala, Northern State and River Nile) – Sudan

“Strengthening Local Communities Resilience to Climate Change (SLCRCC)” Programme falls under priority two “Increasing resilience to climate-related stresses and shocks” of the Global Climate Change Alliance+ (GCCA+) flagship programme which is part of the European Union Global Public Goods and Challenges Programme.

The geographical scope of the programme in Sudan focuses on rural communities and remote areas characterized by high rate of environmental degradation (including desertification, land degradation and drought) coupled with low human development, economic and social indicators. The intervention area includes North Darfur, Kassala, River Nile and Northern States where rising temperatures, decreasing rainfall, fluctuations in the River Nile, and increased wind speeds have resulted in the occurrence of extreme weather events and conditions which have affected agriculture, livestock, forestry and ecosystems. The main adverse effects have included lower crop yields, reduced livestock production, increased river bank erosion and land degradation:

The overall objective of the project is to contribute to the strengthening of local communities’ resilience and sustainable livelihoods’ to better respond to and cope with climate change

The specific objective is to contribute to preventing, combating and reversing desertification through the sustainable management of natural resources

The Sudanese Red Crescent Society, established in 1956, is the largest humanitarian organization operating in Sudan. Its network of 15 branches and 2 sub branches covers all States of the country and through its volunteer network of 30,000 active community-based volunteers and 270,000 other volunteers of the organization to reach out to many communities all over Sudan. SRCS is well known for its humanitarian work through many years of emergency relief, but also for its community-based programming in various fields, including livelihood/food security, water and sanitation, health and disaster risk reduction. It has partnerships at all levels, with governmental partners, local authorities, non-governmental organizations, private sector and local communities. SRCS’s wide network and recognition make it a very capable partner for building local communities resilience interventions. SRCS, through its State branches and supported by its headquarters in Khartoum, is involved in the Strengthening Local Communities Resilience to Climate Change Programme as the key implementing partner.

As implementing partner for the RC/RC Consortium in Sudan for the SLCRCC Programme (EU & RC/RC funded), SRCS takes responsibility for:

Overall programme management including implementation, monitoring, financial management, reporting and quality assurance in close collaboration and coordination with the NLRC’s Programme Manager.
Ensuring the efficient and effective implementation of the programme, other climate change adaptation measures, overall organizational development and capacity building of staff and volunteers of the programme.
Ensuring adherence to the EU guidelines and special conditions for the Programme by all partners.

Duties and Responsibilities:

  1. Managerial Functions

Oversight of programme personnel and provide necessary guidance and coaching;
Provide leadership for SRCSClimate Change programme staff and volunteers;
Supervise and coordinate local consultants on different missions and ensure production of quality reports;

  1. Programme Management

In collaboration and coordination with the Programme Manager and PNS technical support teams prepare annual and quarterly work plans and budgets for the programme;
Ensure that financial and technical progress reports are compiled on a quarterly, semi-annual and annual basis on activities, outputs and outcomes of the various programme components in accordance with EU guidelines;
Prepare periodic reports on the programme implementation status, including financial status;
Together with the PM, conduct periodic programme field monitoring visits and provide technical and operational guidance to programme field teams and beneficiaries;
With support of the PM draft Terms of References for Missions and Consultants;
Lead on the coordination and collaboration with the State line ministries and agencies including Agriculture, Forestry, Water and Irrigation, Environment, High Council of Environment for natural resources management (NRM) process as well as for their commitments of resources for inputs including staff, consultants, goods and services and training;
Ensure timely consultations with RC/RC consortium partners and other stakeholders to ensure their optimal input into the various programme processes to build strong and sustainable partnerships;

  1. Manage risks including the development of contingency plans;
  2. Prepare end of programme report;
  3. Prepare Lessons Learnt report.
  4. Strategic Partnerships and Resource Mobilization

Maintain constant liaison with implementing institutions, UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society and other stakeholders
Lead efforts to build partnerships for the support of outputs indicated for the Programme implementation;
Lead on research for climate change adaptation and assist SRCS and partners to access resources in support of programme implementation and to cover the resource gap indicated for the Programme;
Support the PM in mobilizing external partnerships to support programme activities.

  1. Knowledge Management

Keeping abreast of climate change adaptation framework in relevant for (mostly within the UN and relevant Ministries and partners for any implications on the programme);
Organize periodic climate change stakeholder dialogue workshops;
Guide the development and implementation of the SRCS climate change communication strategy;
Document lessons learned and best practices;
Access global best practices, share them with other state branches and stakeholders and ensure incorporation into the programme planning stages;
Ensure SRCS is informed by programme audit and evaluation findings, formulating a detailed action plan for implementation of audit/evaluation recommendations

Minimum Qualification, Skills and Experience Required:

Education
Advanced degree in environmental fields, environmental economics, relevant natural or social sciences.

Experience
A minimum of 5 years of relevant professional work experience in Climate Change Adaptation and Environment. (Experience of working with EU Project/programme is desirable but not essential);
Extensive project management experience, with skills in facilitation and coordination, and demonstrated ability to work in an independent manner;
Hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among SRCS, national and international partners,state and federal level ministries and agencies;
Experience of hiring and managing consultants/ project staff is desirable;
Strong knowledge of climate change issues, principally adaptation and mitigation measures are highly desirable;
Familiarity with the global debate on climate change and experience in multilateral environmental debates and dialogues and processes;
Experience in advising on climate change development projects a major asset [with specific focus on adaptation, risks and vulnerability);
Fluency in spoken and written Arabic(English is a great asset and required)
His age shouldn’t exceed more than 55 years.

Proven ability to manage financial, human and material resources in project contexts;
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
