Summary of the Role

DFID is looking for a passionate and motivated individual to help deliver an exciting portfolio to drive forward the UK government’s strategy and programming on climate and natural resources in Sudan. This is an exciting time to support efforts to develop UK programming and thinking on delivering climate sensitive aid in Sudan, and ensure UK efforts support and align with the new Government’s priorities and are coordinated with the wider international community to maximise effect. We want to ensure all aspects of our portfolio are climate smart. We also have a focused agenda on driving a step change in supporting sustainable access to water in both urban and rural environments and a policy agenda in helping the new government to look at climate smart approaches in its policies and initiatives.
Purpose of Job
The A2L Climate and Environment adviser will play a key role in the development and delivery of DFID Sudan climate, environment and water programmes and policy iniatives – and will work across the office to ensure that climate and environment issues are mainstreamed across DFID’s wider portfolio in Sudan.
The post holder will work closely with an Senior UK national colleague to ensure that DFID Sudan benefits from DFID wide best practice, centrally managed programming and HQ expertise. The post holder will report to the Team Leader of the Governance and Poverty Reduction Team but work across the office to ensure climate and environment is mainstreamed across everything we do.
Key responsibilities and Accountabilities
The key functions of the role are:
Forging effective relationships and influencing to develop effective climate policies and initiatives in Sudan – the post holder will take on and develop collaborative relationships with Government of Sudan (GoS), other donors, international development partners and private sector actors to support development and implementation of climate smart policymaking and initiatives. A particular focus will be to contribute to a strategy to enhance
support for state level water provision through creative partnerships between federal, state authorities and international partners. The post holder will support efforts to ensure Sudan can access international climate financing and technical assistance. The post holder will draw lessons from DFID Sudan’s ADAPT! Climate policy programme and support efforts to communicate success and lessons coming out of this programme, including at Conferenc Of the Parties (COP) meetings.
Programme management and oversight – the postholder will play an active
role in oversight and monitoring of DFID’s large water portfolio working
closely with programme management colleagues, the Senior adviser in
London, and the Team Leader. The post holder will also work to ensure that DFID’s centrally and regionally managed programmes take account of
Sudan’s needs and operating environment. This will require constructive
working relationships with implementing partners, robust programme
management, and adherrence to DFID’s compliance agenda.
Policy support across the office to mainstream climate and
environment. The UK in Sudan provides largescale humanitarian assistance, water, health and education funding, and works with the government to support macroeconomic and governance reform. The postholder will work closely with the UK based Climate and Environment policy lead for Sudan and South Sudan to draw on HQ level thinking and best practice and support the DFID office and wider embassy to improve climate smart approaches to our work.
Qualifications:
Essential:
• All aspects of rural and urban water supply, including knowledge of integrated water resources management, water and sanitation for domestic, industry and agricultural use, including associated environmental health aspects.
• Strong experience of climate and environment programming and working with nonclimate change focused programming on mainstreaming climate risk
• Experience of working collaboratively and effectively across the international community.
Desirable:
• Experience of working in international development contexts, particularly fragile and conflict affected states.
