Background:
In line with the ongoing integration process, the Federal Ministry of Health (FMoH) has formed the Communicable and Non-Communicable Diseases Control Directorate (CNCDCD) under the General Directorate of Primary Health Care in 2013. The CNCDCD will lead the management and coordination of TB, HIV and Malaria diseases responses. All functionalities are extracted from the previously vertical programmes, merged, integrated with existing structure to ensure harmonization in planning, implementation and monitoring of activities supported by Global Fund. This includes case management, monitoring and evaluation, supply chain and financial management. CNCDCD will continue to be the main Sub Recipient (SRs) implementing the TB, HIV grants’ activities in Sudan ensuring proper service delivery at all levels, health strategic information supporting implementation of surveys and surveillance and capacity building of health workforce. In addition to that, CNCDCD will be offering technical assistance in several clinical and monitoring and evaluation activities. It will also be in charge of managing the funds to support the running costs for health facilities.

Duties & Responsibilities:
Under overall supervision of the Director of Communicable and Non Communicable Diseases Control Directorate and direct supervision of Case Management Head and in coordination with the respective FMOH departments, the officer will undertake the following tasks and responsibilities related to TB & HIV activities as follow:
Support development processes of annual plans of action of the specific subunit according to tasks given by head of the subunit.
Develop the monthly plan of action of the subunit in consultation with head of the subunit.
Support development processes of policies, treatment guidelines, standard operating procedures and training materials related to mandate of the subunit according to tasks given by head of the subunit.
Carry out necessary arrangements for implementation of planned activities of the subunit at central or state levels under supervision of head of the subunit.
Communicate with target state disease control programs or any other stakeholders to arrange for implementation of activities related to mandate of the subunit at central or state levels or for follow up of implementation of previously agreed upon recommendations or action points.
Develop implementation report of the monthly plan of the subunit according to standard CNCDCD format and share report with head of the subunit.
Write technical reports of implemented training activities according to standard CNCDCD format and maintain an updated database for trained personnel at central and state levels in collaboration with Capacity Development Unit.
Prepare the correct necessary supporting documents for FMOH or donor-supported activities and timely submit to CNCDCD finance unit.
Provide technical support to target state disease control programs including traveling to states for supportive supervision, supporting training activities, advocacy missions or any other supportive missions related to mandate of the subunit or case management department and write mission report according to standard CNCDCD format and timely share it with head of the subunit.
Review and assist in analyzing periodic programmatic performance state reports related to mandate of the subunit in collaboration with CNCDCD HMIS & Surveillance Unit and recommend necessary corrective measures to improve performance, including data quality.
Write minutes of periodic follow up meetings of the subunit and share minutes with head and members of the subunit.
Follow up implementation of action points made in periodic follow up meetings of the subunit and report on a weekly basis to head of the subunit regarding status of implementation, barriers for implementation and recommended solutions.
Any other tasks related to mandate of the subunit or Case Management Department that deemed necessary for achievement of overall objectives of the department including providing support to other subunits as appropriate.

Minimum Qualification, Skills and Experience Required:
Mandatory Criteria:
Bachelor degree of medicine & surgery (doctors) or medical related field with MPH or diploma.
Have minimum two years of documented experience after houseman-ship and not more than Six years.
Basic computer skills and familiarity with MS word, power point & excel.
Agrees to travel to states.

Preferable Criteria:
Bachelor degree of medicine & surgery
MD, MSc in community medicine/public health/epidemiology or Tropical medicine / diploma in public health/epidemiology
previous experience in the disease control programme or other public health field
Fluency in oral and written English and Arabic
