Purpose of post
The purpose of this consultancy assignment is to provide support to the education section to contribute to the development, implementation and monitoring of the expansion of the e-learning CWTL scale-up project in Sudan.
Basic objectives of consultancy/contractor (assignment) services
Objectives of this consultancy are as to:
- support and build capacities of the National Council for Literacy and Adult Education (NCLAE) to lead with UNICEF and partners the expansion of the current CWTL project
- support the institutional capacity enhancement of NCLAE and targeted State MOE’s through establishment of 4 e-learning units.
- provide overall supervision and guidance to operational and logistical sides of the CWTL scale up phase project.
Support and build capacities of the National Council for Literacy and Adult Education (NCLAE) to lead with UNICEF and partners the expansion of the current CWTL project
- Liaise with all implementing partners to review, update and implement the project work plan for the first role out in light of the current situation and developments in the country. The CWTL role out is to be finalized by the consultant in consultation with NCLAE, UNICEF concerned staff and War Child Holland Organization.
- Coordinate the implementation of all federal level workshops, and meetings including bilateral discussions among and with project partners on the project implementation progress, with relevant needed decisions and actions. Minutes of monthly coordination meetings with project donor (War Child Holland) to be shared with UNIEF management.
- Compilation and organization of core documentation of CWTL scale up: such as Memorandum of Understanding, Work Plans, UNICEF or NCLAE decisions and decrees related to the CWTL.
- Development of projects’ successful humanitarian stories, good initiatives and lessons learned. At least 1 briefing note produced on e-learning initiatives, good practices and lessons learned.
Support the institutional capacity enhancement of NCLAE and targeted State MOE’s through establishment of 4 e-learning units.
- Support and monitor establishment of 4 e-learning units (one at NCLAE and 3 at targeted states’ level) including construction work, provision of IT equipment and furniture.
- Support State Ministries of Education to design the e-learning units’ organizational charts, job descriptions and roles & responsibilities in line with the suggested federal management system for the e-learning program. The detailed job descriptions are to be designed and finalized for the three targeted states of Kassala, Blue Nile and White Nile.
- Facilitate capacity building sessions for e-learning unit Gov. staff at Federal and State levels; and support training of 200 community base e-learning facilitators. Reports to be shared with UNICEF Education supervisor.
- Organize regular missions to States to provide support to field offices and State level e-learning consultants as needed.
Provide overall supervision and guidance to operational and logistical sides of the CWTL scale up phase project.
- Communities/villages identifications, assessment and mobilization at the three targeted states. Identification process completed for 100 communities in the three states.
- Selection and training of 100 community facilitators on e-learning classes management.
- Game installation and tablet preparation workshop. CWTL games installed in 2400 tablets
- Transportation of the tablets computers to targeted states and re-distribution to targeted communities/centers. Tablets’ distribution plan designed in advance and actual distribution status report to be developed and shared with management at the end of the task.
- Construction of 100 community based e-learning centers (local material construction) in the three targeted states.
- Provision of 100 solar power units at 100 community
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in social science and relevant fields such as education, Information management/technology, communication (Advanced degree in the same field is an added advantage)
- A minimum of five years of relevant professional experience in a similar role- with an emphasis on coordination.
- Familiarity with development of project monitoring frameworks and/or monitoring and evaluation tools
- At least five years of proven knowledge and skills in education implementation
- He/she is expected to be familiar with the education system in Sudan
- The consultant is expected to have demonstrated capability on strategy development or similar work
- Demonstrated experience in developing resource mobilization
- Fluent (speaking and writing) in Arabic and English
- Working experience with UNICEF is an added advantage
- Ability to work independently.
- Developing country work experience and/or familiarity with emergency is considered an asset.
