BACKGROUND
Climate change and renewable energy are primary concerns and priorities for UNDP Sudan. There are several programs under implementation nationwide to meet the deficit in energy supply demands. The last fuel crisis in the country clearly confirmed the need for rapid exploitation of abundant solar energy for water pumping especially in the agricultural sector.

Renewable energy resources are abundant in Sudan including hydro, solar, wind and biomass resources. All these renewable energy resources can be harnessed to achieve sustainable development, conserve natural resources and improve the environment. renewable energy applications are executed on decentralized mode and can provide employment at remote areas. The employment could extend to non- traditional system whereby par timers, such as farmers, or women could look after the system in their free time.

UNDP is supporting Sudan to encourage adoption of RE counting on Sudan’s relative good know- how and expertise. Different institutions are concerned with RE for electricity e.g. MWRE, Energy Research Centre, Directorate of Energy Planning- Ministry of Oil. This situation results in relative adequate data base about the possibility of application of the different renewable energy technologies.

This solar for agriculture project can also add to the profitability of an already existing activities e.g. using agricultural residue combustion or wind generation on bare lands. Further, the project supports the local institution to improve human capacities in the different aspects of renewable energy including planning, R&D, management and innovative applications.

Under the overall guidance of the Resident Representative, and direct supervision of the Head, Sustainable Livelihoods unit, the incumbent will support and advise on the implementation of renewable energy programs, with focus on the solar water pumping project.

He/she leads and supervises the Project staff working in project’s geographic areas. He/she shall ensure cross-unit cooperation and coordination with all relevant entities and stakeholders. The incumbent works closely with internal and external counterparts, including government counterparts, development partners, NGOs, civil society, private sector etc., to successfully deliver the project outputs. He/she ensures a client-oriented approach and consistency with UNDP rules and regulations.

DUTIES AND RESPONSIBILITIES
Summary of Key Functions:

Strategic advice to the leadership of the Ministry of Water Resources, Irrigation and Electricity (MWRIE) on the Renewable Energy with focus on solar for agriculture;
Provide support on overall management of the project activities;
Provide Policy advisory on climate finance and technical support on solar pump procurement, installation, maintenance and water management activities;
Provide support on Knowledge pieces formulation and replication to other states.

  1. Provide Strategic advice to the leadership of the MWRIE on the Renewable Energy with focus on solar for agriculture focusing on achievement of the following results:

Provide Policies, Regulations and Tools for effective “solar for agriculture” mainstreaming in the programming and budgeting cycles of State Ministry of Agriculture Plan and National MWRIE budget plan;
Provide the necessary support for State level relevant capacity development approaches and measures to scale up the solar for agriculture activities within and outside of the River Nile State;
Engage with the government, development partners, civil societies and the private sector to mobilize resources in support of solar for agriculture activities;
Be part of the Inter-ministerial engagement to assist the government in developing enabling policies for public and private investments in the solar for agriculture.

  1. Provide support on overall management of the project activities focusing on achievement of the following results:

Provide technical advice to the UNDP team members working on this project;
Provide overall management and quality assurance of project inputs from the national and international consultants;
Support in preparation of Inception Report, AWPs and timely submission on progress reports to UNDP, Donor, MWRIE and development partners;
Take a lead role in the bi-annual Project Board meetings;
In charge of the timely delivery of budgets.

  1. Provide Policy advisory on climate finance and technical support on solar pump procurement, installation, maintenance and water management activities focusing on achievement of the following results:

Provide high quality policy advisory support to the Ministry of Finance, MWRIE and Ministry of Agriculture and other relevant institutions;
Work closely with project manager on the Annual Plan and budgeting on Solar for Agriculture activities for River Nile State;
Contribute to the development of a Revolving Fund Scheme for National and State Level PV fund and engagement with climate finance mechanisms (i.e. multilateral and bilateral funds, private sector funding facilities);
Advice on Policy for the promotion of solar for agriculture investments
Contribute to the preparation of the design for solar system procurement, detail work plan and terms of reference for subcontractors.

  1. Provide support/advice on Knowledge pieces formulation and replication to other states focusing on achievement of the following results:

In coordination with project team, national and international consultants, technical specialist prepare and/or support knowledge pieces preparation on solar for agriculture activities;
Prepare a communication strategy including visibility of the success stories and implement the strategy accordingly;
Summarize and synthesize the results of the project and lessons learnt;
Document best practices on solar pump design and budget, water management efficiency for different agroecological zonation;
Conduct an impact study (before and after project) with human stories including financial rate of return calculation.

REQUIRED SKILLS AND EXPERIENCE
Education:

Master’s degree in social policy, public policy, politics, economics, development studies or any related Field.

Experience:
5 years of relevant working experience in project management and institutional capacity development, including at least 3 years of work experience on renewable energy, agriculture and climate change finance issues;
Prior experience in providing policy advice for national or sub-national Government institutions and in mainstreaming renewable energy (i.e. solar for agriculture) issues in national policies and planning in developing countries;
Experience developing and managing capacity development Programmes for Government institutions;
Experience in the usage of computers and office software packages, experience in handling of web-based management systems;
Language Requirements:

Excellent command of English both written and Oral;
Knowledge of Arabic is an asset.
